In accordance with presidential decree dated on Dec 13, 2010 Northern Fleet Commander Vice Admiral Nikolai Maksimov was promoted to Admiral.

Nikolai Maksimov was born on May 15, 1956 in Bolgrad, Odessa region. In 1978 he graduated from Leninsky Komsomol Naval Academy. He had been serving in Northern Fleet (NF) nuclear submarines as group commander, department commander, executive officer, and chief officer. He used to be commanding officer of a nuclear-powered submarine, deputy commander of submarine division, commander of NF nuclear submarine force.

He graduated from Naval High Officers' Course in 1986 and Kuznetsov Naval Academy in 1995. After graduation from General Staff Military Academy in 2000 he served in Northern Fleet as deputy commander of operational squadron, deputy commander of nuclear submarine flotilla, and commander of nuclear submarine squadron. In 2005 he was appointed NF Deputy Commander and two years after he headed the fleet.

He was rewarded with orders "For Service to Motherland" 4th grade, "For Military Merits", "For Naval Merits", "For Service in Soviet Armed Forces" 3rd grade, and numerous medals.
