"The crew of
Avrora is not disbanded but reduced into the 3-man staff (commanding officer Capt 2 rank, two enlisted sailors) and 28 civil employees. Status, subordination, and maintenance procedure of the cruiser will remain the same", wrote the admiral in his letter to St. Petersburg city council.
