Volume of state defense order will exceed RUR 2 trillions in 2013, said Russian vice premier Dmitry Rogozin.

"Comparing to the last year, the situation is improving. We have done our best to put the dialogue in competent direction, so we'll place defense order earlier", the vice premier said. He pointed out that the main problem was neither order placement deadlines nor amount of advance payments but the difference between what was planned in the program and what was practically implemented.

"Defense ministry economized wrongly again, for example, at North Caucasus where counter-terror activities must be well-financed", Rogozin said. He added that in this year "to prevent such 'savings', we reassigned Rosoboronzakaz to direct control of the Government and established an inter-agency working group headed by the chairman of presidential administration which will decide on personal responsibility for state defense order frustrations".

"In the next year, the order will be larger, and plans will be more transparent", pointed out the vice premier. As for him, "in money terms, defense order of 2013 will make over 2 trillion rubles, by 2014 we plan to reach 3-trillion level, and expect the largest defense order in 2015 due to starting of batch production".

Rogozin emphasized that the emphasis would be placed upon transfer of foreign technologies with obligatory localization at Russian factories in order to become independent from foreign manufacturers in the future. Besides, the vice premier stressed he would work against outsourcing if it was associated with nepotism and intermediation.
