The most critical condition for Russia's Arctic exploration is to discontinue reductions in Northern and Pacific fleets, informed RIA Novosti referring to MP Mikhail Nenashev, president of Movement for the Navy.

Being a member of Russian delegation, he took part in state visit of Russian president Dmitry Medvedev to Norway.

"One of predominant conditions for Arctic's development is that we should stop reducing our defense resources in the framework of army renovation program; I mean Northern Fleet, Pacific Fleet, aviation, and land forces. It is essential for Russia and for the world's security to develop military, naval, and air presence in this region", said the Member of Parliament.

"Besides, we must build, repair and upgrade icebreakers and other Arctic-class ships to create transport infrastructure; that's a pressing matter, tomorrow will be late", said the politician.

All that requires an appropriate ideology and positive societal engagement. "This titanic work can be done only by well-consolidated approach of media, cultural figures, and various creative unions", underlined Nenashev.

In addition, he proposes to develop and enact legislation related to development of Arctic. "Last week I offered in the State Duma to conduct a special session on Arctic's issues, and to suggest new initiatives for Russian neighbor countries within the framework of inter-parliamentary cooperation, said Nenashev.
