Northern Fleet (NF) Commander Vice Admiral Nikolai Maksimov introduced new commander of White Sea Naval Base – Capt 1 rank Viktor Liina.

Previous position of Capt 1 rank Viktor Liina was deputy commander of NF submarine force. He was born on June 19, 1968 in Pechory, Pskov region. In 1990 he graduated from Naval Academy for Underwater Navigations. He served in NF nuclear-powered submarines as department engineer, department commander, executive officer, submarine commanding officer, executive officer of nuclear submarines division, nuclear submarines division commander. In 1996 he graduated from Navy Higher Officers' Course, and ten years after – Kuznetsov Naval Academy. He is rewarded with order "For Military Merits" and numerous medals.

White Sea Naval Base will turn 70 in the end of Dec 2010; it plays significant role in national security of the Russian Federation. Mostly, its units are situated in Severodvinsk near the Russian largest shipbuilding and ship-repair plants – JSC Sevmash and Zvezdochka ship-repair center. Newest naval arms are tested in the White Sea, including strategic ones. This year NF servicemen carried out launches of ballistic missile Bulava which is going to become the core element of Russia's naval strategic nuclear force.
