Investigators have initiated a criminal case based on the fact of a fire occurred at Pacific Fleet (PF) destroyer Bystry and caused a death of one sailor, reported press service of military investigative directorate.

Criminal case based on fire at Bystry was initiated

It was predetermined that a fuel spill with further ignition occurred while refueling of daily tank on PF destroyer Bystry on Sept 24. The fire enveloped about 4 sq meters and was liquidated within a short period by watch servicemen. There was no any ecological, chemical, or radioactive hazards.
"Five sailors suffered during the fire extinguishing actions; all of them were hospitalized after first aid. Later on, one of the sufferers – native of Chita region Seaman Aldar Tsydenzhapov – died of burns. Health status of other sufferers does not cause concern", said the press release.
As was reported by RIA Novosti on Oct 4 referring to Capt 1 rank Roman Martov, PF press secretary, five sailors keeping the watch in machinery compartment tried to disable boiler installation in emergency conditions with the view to prevent serious threat to the crew and the ship. Seaman Aldar Tsydenzhapov had executed all his duty functions in extreme conditions and was the last who left the conflagrant machinery. He was immediately delivered to Vladivostok Clinical Hospital. Doctors had been trying to save his life for several days, but the sailor died of burns on Sept 28.
Seaman Aldar Tsydenzhapov who prevented explosion of PF destroyer Bystry was buried in his native town of Aginskoye on Oct 7.
According to results of pre-investigation check, local military investigative directorate initiated a criminal case based on cl. 219 (part 2) of Russian Criminal Code (violation of fire safety regulations resulted in death by inadvertence), which provides up to 5 years of imprisonment.
"Medicolegal investigation was also set within the framework of the criminal case. Besides, it is planned to issue the order for fire-technical and military-regulatory investigations in the nearest future. The destroyer's crew has been questioned. Parents of died serviceman are legally recognized an aggrieved party; the rights of such category were explained to them", underlined military investigators.
