On the instruction of Russian Prime Minister Vladimir Putin, defense ministry has tied contracts under state order; only an agreement with United Shipbuilding Corporation remained, said defense minister Anatoly Serdiukov.

Putin tasked the ministry to sign all contracts under State Defense Order 2011 until September.

"In fact, we have completed contractual phase. The document signing was held either yesterday or the day before. Only a contract with USC remains, that's all", Serdiukov said.

On the other hand, the minister said some suppliers failed to deliver their products due to various circumstances.

"Now we're going to put changes in the state order. Thirty billions [RUR] will be re-purposed for other needs, such as precision weapons, aviation, air defense. In fact, it is just a matter of form", said the minister.
