The project developer is JSC Vympel Design Bureau (Nizhny Novgorod). The project documentation was developed under contract with JSC Zvezdochka Ship Repair Center and handed over to Astrakhan plant. Main purpose of Project 22870 ship is towage and bringing afloat vessels; fire extinguishing of damaged ships and coastal objects; evacuation and medical care of sufferers; power supply of damaged vessels and keeping them afloat; diving operations at depths down to 60 meters; surface oil pickup; search and research works.
