According to Russian Audit Chamber, in 2011 defense ministry ineffectively spent almost RUR 2.4 bln during activities associated with restructuring and disposal of ammunition reserves, said a source in the Federation Council on Feb 13.
"It is noted in the document submitted to the Federation Council by the Audit Chamber that in 2011 Russian Defense Ministry ineffectively spent budgetary funds in order to implement the ammunition disposal federal program", said the source of Interfax.
As for the source, non-purpose spending to the overall amount of RUR 2,381.2 mln was revealed during the audit. "This sum includes RUR 115.7 mln ineffectively spent under ammunition disposal program", said the source.
According to materials collected by the Audit Chamber, in some arsenals actual spendings for construction of storage depots 2.3-3.8 times exceeded those provided by the appropriate program.
The source noted that only violations related to storage of missiles and ammunitions were in question. "In particular, serviceability of ammunitions was not considered", said the source.
He added that often disposal activities had been performed by servicemen without required special skills.
"In addition, according to the Audit Chamber, ammunitions were disassembled by servicemen whose military units are not authorized for such activities. This reduces quality of such works and increases risks of contingencies", he said.
