Putin Ordered to Place Defense Order 2012 by Apr 15

Russian Prime Minister Vladimir Putin ordered to place State Defense Order 2012 by Apr 15. The premier made that statement appearing at parliamentary session with report on the government's work in 2011.
According to preliminary estimates, volume of State Defense Order 2012 would make about RUR 880 bln. Taking into account state guarantees to defense-oriented companies, it would be almost RUR 1 trillion. To compare, State Defense Order 2011 was RUR 750 bln.
As was earlier reported, volume of defense order placed on 735 Russian military-producing companies for the period of 2013-2015 would be somewhat RUR 1.18 trillions. Overall financing of the State Arms Program 2011-2020 will make about RUR 23 trillions.
Late in March, deputy director general of Rosoboronzakaz Vladimir Muravnik offered to reform defense order on Soviet model. According to the official, costly procurement programs (over RUR 500 bln) must be approved by a separate federal law. Programs needing RUR 10-100 bln must be endorsed by Russian president, and below RUR 10 bln – by appropriate ministers, Muravnik said. In USSR, such norms were stipulated by the Cabinet's Resolution on High-Priority Armaments.
