Prosecutor of Arkhangelsk region approved accusation of Yury Chekmarev, Director General of Severny Region Ltd. He was charged of illegal enterprise (Article 171/2, RF Criminal Code), reports online news portal Severnaya Nedelya.

According to regional procuracy, Severny Region Ltd having no license to repair armaments and military hardware in Dec 2009 carried out entrepreneurship on aircraft carrier INS Vikramaditya (former Russian Navy's cruiser Admiral Gorshkov) on the basis of contract for work and labor tied with JSC Sevmash Shipyard.

Interim overhaul and modernization works on the aircraft carrier refitted for Indian Navy were held under the contract signed between Indian defense ministry and JSC Rosoboronexport. The contract was concluded in accordance with the Intergovernmental Agreement and Resolution of the President of the Russian Federation.

Earned income was over RUR 7 mln. The criminal case was investigated by Arkhangelsk regional FSB investigative department.

This is not the first criminal case initiated against contractors of Sevmash. As for the viewpoint of Sevmash directors, small contracting organizations may not have special licenses, since liability for the contract execution and quality of works are upon the shipyard which does have all appropriate approvals.
