03.11.2009 Russia intensified activities on establishing new Black Sea Fleet naval base. That was said by Ekho Moskvy radio referring to Vice Admiral Oleg Burtsev, Main Navy HQ Deputy Chief-of-Staff.
"Our country has always insisted and will insist on absolute execution of the framework agreement [related to Black Sea Fleet]", said Mr. Burtsev.
Speaking of prospects after 2017, he stated: "I guess, much of it will depend on Ukrainian goodwill and future leaders of the country. We have only 2017 mentioned so far".
"In Novorossiysk we have intensified activities on creation new basing system for Black Sea Fleet", said the Vice Admiral.
Answering the remark that there is no appropriate bay, the Navy Deputy COS said: "Indeed. So what?.. All my life I had been serving in north regions, watched at Varanger Fjord and was envious of Norwegians' good fortune to have such fjords. Since we have just Kola Bay...".
We recall that in accordance with "the Big Treaty" signed by Russia and Ukraine on May 28, 1997, Russian Black Sea Fleet may legally stay at Crimea till 2017. Ukrainian party insists on the fact that since May 28, 2017 "the presence of Black Sea Fleet in Ukraine would be illegal". In this context, Ukrainian President Viktor Yushchenko (who is relative of Pyotr Poroshenko, Ukrainian MFA) has appointed working group to study potentialities for non-military use of Sevastopol bay after 2017.
On October 23 Russian and Ukrainian Ministers of Foreign Affairs Sergei Lavrov and Pyotr Poroshenko declared Moscow and Kiev are not to review the agreement related to Russian presence in Sevastopol.
Russia plans to develop the BSF instead of reducing, said Mikhail Nenashev, member of Russian State Duma Defense Committee. "We will develop basing infrastructure of Black Sea Fleet both in Crimea and in Russia. We do not plan to close up the BSF, the matter is only development", he said.
