Kiev blocks renovation of BSF by direction of the US and Turkey 18.12.2009
Moscow expects new President of Ukraine to permit replacement of Black Sea Fleet's old sips. Viktor Yushchenko hinders that process by direction of the US and Turkey which are uninterested in Russia's strengthening at the Black Sea.

That was said to Novy Region by anonymous source in Russian MFA. According to him, during recent session of subcommittee on Russo-Ukrainian military and technical cooperation, Ukrainian party offered Russian Navy CIC Vladimir Vysotsky to purchase non-complete guided missile cruiser Ukraina which is analogue of current BSF flagship Moskva. Those cruisers were developed in Soviet time to fight opponent's carrier groups. Once Mr. Vysotsky considers that Russia does need the second attack cruiser, Russian MFA is ready to negotiate about procurement of Ukraina, underlined the diplomat.

Vladimir Lysenko is the person in charge for issues of BSF and Kerch Strait border in Russian MFA. He used to work in Sevastopol as Russian embassy's senior adviser but was deported from Ukraine in summer, added the source.
