Nuc sub repair plant is penalized in Kamchatka

07.04.2010 Nuclear submarines repair plant OJSC Northeast Repair Center in Kamchatka was penalized for law violation in the area of nuclear energy use, informed RIA Novosti citing representative of Kamchatka Procuracy.

"The plant's administration was find guilty of administrative violations provided by clause 9.6 of Administrative Violations Code (infraction of nuclear energy use regulations and recording rules of nuclear materials and radioactive agents)", said the interviewee.

According to him, the decision was made by Magadan nuclear safety inspection of Far East interregional supervision committee for nuclear and radiation security which is subordinated to Federal agency on ecology, technological and nuclear supervision. The board made the resolution at the visiting session in submarine base Vilyuchinsk.

It was revealed during procuracy check conducted in Feb 2010 that the plant used, transported, and stored radioactive agents as well as rendered check services of radiation monitoring hardware without license of Postekhnadzor state technological supervision organization.

Besides, in Nov 2009 the company transported radioactive sources with crude violations of safety requirements – the route was not approved by police, the driver had no special documents permitting to transport hazardous materials.

It was also revealed that the plant checks radiation monitoring instruments by control bench with high power radioactive sources which service life had been expired 13 years ago. By the way, the question is radiation security of the staff.

Works director was fined on 3,000 RUR; the organization was penalized on 30,000 RUR.
