"Russia could contribute to settling of Libya conflict as a mediator, although participation in the coalition force is not the matter in question", said Dmitry Medvedev at the press conference in Gorki residency. The president called to consolidate international efforts in order to stop Libyan conflict by means of negotiations.

As for Medvedev, now "the actions are by no means well-ordered, there is no any common peace-building plan".
Alongside with that, the Russian leader outlined another problem – there is nobody to negotiate in Libya. "Most Western countries do not treat Gaddafi as the one to shake hand with", Medvedev said.
