Experts of USAID/LINC project (Local Investment and National Competitiveness) have finished economic development plan of Sevastopol port. Kenneth Karpinski who is the project's expert in harbor activities draws his conclusions regarding the port development priorities.

US say Russia's Black Sea Fleet keeps Sevastopol harbor down

The expert says longstanding isolation of Sevastopol related with deployment of Black Sea Fleet is the main problem. The city has not participated in commercialization of shipping services. Besides, warships have been occupying most of seashore areas and quays which could have been used for development of commercial and passenger shipping, reports Ukrainian Ministry of Infrastructure citing the expert.
Basically, he recommends to:
- seek for possibilities to return unused property being currently leased to Black Sea Fleet;
- offer two sites for construction of new cargo-handling terminals for further state-private partnership with potential investors;
- expand passenger serviceability including extension of quayside and increasing capacity of passenger terminal;
- initiate establishment and develop a Sevastopol-Ukraine free trade zone;
- encourage development of boat, yacht, and sea tourism, and amend current national legislation as related to small vessels arriving under foreign flags.
Additionally, the American expert advised to make cruise business a higher-priority development trend.
It should be noted that other local companies addressed to LINC project leadership with request to analyze the whole Sevastopol's sea-economic potential in the same manner.
The project manager Howard Ockman promised to consider the possibility of such work in the nearest future.
