Russia Drafted Shipbuilding Development Program

Russian Industry and Trade Ministry has prepared draft program of national shipbuilding development; its overall financing makes about RUR 1.3 trillion, reports Kommersant.

According to the newspaper, "the program is primarily oriented at development of defense companies; in civil shipbuilding sector, the emphasis is put on sea shelf projects and ice-class ships".

Kommersant presented some details of the program. In particular, the state program "Shipbuilding Industry Development" is based on five federal purpose-oriented programs, namely "Defense Industry Development 2020" (DID-2020), "DID-2025", "Civil Maritime Engineering Development 2009-2016" (SMED-2016), SMED-2025 (launching in 2017), and SMED-2030. Thus, overall period of the program implementation lasts till 2030.

According to the newspaper's insiders, "major part of the program deals with military shipbuilding", but those sections "will not be published". Deputy minister of trade and industry Alexei Rakhmanov confirmed that "larger part of funds for technical re-equipment will be channeled to defense companies".

Referring to original text, Kommersant reports that at the first stage (2012-2016) the program will be realized through implementation of SMED-2016 and DID-2020. The latter one will eliminate "current problems" in State Arms Program 2011-2020.

At the second stage (2017-2025), implementation of SMED-2025 and DID-2025 will be launched. It will help to form "preemptive scientific and technological potential" in shipbuilding. In this period, it is planned to finish subprograms "related to production development of civil shipyards" and "buildup of capital construction".

At the third stage (2026-2030), "all final goals and objectives will be reached".

Draft of the program is being currently considered by Ministry of Economy and Ministry of Finance, writes Kommersant.
