Expert group of the Social Council subordinated to director of Russian defense industrial complex Dmitry Rogozin has prepared analytical report "Russia as Arms Importer: Challenges and Possibilities". As a matter of fact, it is the first large scientific work on this subject. It is a basis for crucially new approaches to import arms procurement.

It is planned to revise all military import contracts. However, it doesn't mean that they would be denounced, but seriously corrected.

Russian vice premier and director of defense industry Dmitry Rogozin says that "decision on arms import should not be made only by defense ministry but jointly with the industry. Finally, the result must not be a procurement of, say, armored cars, but purchasing of new equipment and really breakthrough technologies, and maybe even new production lines under so-called offset programs".
