Four shipbuilding zones to be formed on Far East - Shport
09/30/2009It was decided to create four shipbuilding zones on Russian Far East, said Vyacheslav Shport, Governor of Khabarovski Krai at the press conference, concluding session of United Shipbuilding Corporation. According to the governor, "development concept of the branch has been approved by federal authorities".
"Zone East in Primorsky Krai specializes in construction of ocean-going platforms and big-displacement transport vessels. In Khabarovsky Krai on facilities of Komsomolsk-on-Amur shipyard it is planned to establish zone Amur oriented on construction of military-oriented submarines and surface ships, and also civil vessels", said the governor.
On facilities of Khabarovsk shipyard "construction zone of mainly commercial-oriented low tonnage vessels is to be created. Besides, construction orders for Pacific Ocean ships and Coast Guard vessels will be placed here as well. Fourth zone Zvezda in Primorsky Krai is specialized on construction of high tonnage gas tankers with capacity up to 250 000 tonnes. Production of such kind of vessels, have not been manufactured before, is dictated by development of gas industry and large-scale building of gas pipe systems".
Other eastern plants will work along with leading shipyards of each zone, underlined the governor. The State Duma will proceed with reading of special law related to support of domestic shipbuilding industry, he added.
At the board of directors of United Shipbuilding Corporation with the participation of ministries and authorities – potential customers of different purpose vessels – the issues of government order increase were also discussed, including the government defense order, said Shport.
"Preferential system is provided which is going to be well-defined by legislative acts for shipbuilding and ship-repair industries", he said. "That will enable Russian shipbuilding branch to compete successfully with companies from Korea, China and Japan".
The list of preferences will be presented for government approval by United Shipbuilding Corporation, remarked the governor. He specified the preferences: granting of long-term credits by banks to shipbuilders, minimal credit interest rates, relief from duties against import equipment for shipbuilding industry if not produced in our country.
