Far East energy authorities limit electricity for shipyard tested NS Nerpa

Dalenergosbyt Company (DC) limited power supply for eastern military shipyard Vostok – the branch of Amur Shipyard (AS) – which owes 8.8 mln rub to energy authorities, said to RIA Novosti Olesia Glot, DC press secretary.

AS in Komsomolsk-on-Amur is the largest shipyard in Far East. In November 2008 during sea trials in the Sea of Japan an accident happened at nuclear submarine Nerpa built at the shipyard but not commissioned for that time. As a result of emergency actuation of firefighting system 20 men died and 21 men were intoxicated.

"Shipyard Vostok is located in Bolshoi Kamen, engaged in equipping and overhaul of nuclear submarines, and financed by federal budget. However, during the year the shipyard was irregularly repaying consumed electric energy. Currently, the debt of Vostok to energy authorities reached 8.8 mln rub", specified the interviewee.

According to her, Dalenergosbyt with understanding strategic importance of the shipyard many times postponed limitation terms of power supply. Moreover, energy authorities afforded opportunity to pay debt by installments. Commercial credit contract was signed between Dalenergosbyt and OJSC Amur Shipyard provided stepwise cancellation of indebtedness. However, military company fails to perform its obligations under signed agreement.

As it was said to RIA Novosti by representative of AS directorate, the shipyard turned out to be in tangled situation because Ministry of Defense financed governmental orders with long delays.

"The shipyard has heavy back payments on salaries since July 2008, because MoD untimely pays for realization of contracts. Amount of indebtedness was over 60 mln rub as on Sept 1. There are about 4 500 workers at the shipyard", specified the interviewee.

The problematic financial situation appeared at the region's military shipbuilding companies because the Ministry of Defense delays payments for defense orders, said Yuri Gulyagin, Deputy Attorney General of Far Eastern Federal District on Sept 2 in Khabarovsk at the conference on labor laws.

"Currently, there is a necessity of serious impact on the MoD to pay timely for executed defense orders", said Gulyagin addressing to Yuri Chaika, Prosecutor General who was also attending the conference.
