On May 19 Ukrainian Security Service and Russia's Federal Security Service (FSB) signed a protocol allowing return of Russian special agents to Black Sea Fleet (BSF), informs website of Ukrainian Security Service.

The protocol was signed by heads of the services Valery Khoroshkovsky (Ukraine) and Alexander Bortnikov (Russia). According to achieved agreements, Ukrainian and Russian security services will jointly counter activities oriented against BSF and security of the two countries. The agreement between special services enters into force upon signature. Its validity is five years.
It was reported on May 12 that FSB officers would return to Black Sea Fleet units deployed in Sevastopol. As it was assumed, the protocol provides approving of Russian agents by Ukrainian party.
FSB officers served in Sevastopol were deported from Ukraine in 2009. Valentin Nalivaichenko, the then head of Ukrainian Security Service said that Ukrainian officers would undertake security functions of the Russian fleet. In total, 19 Russian agents left Sevastopol; their presence was allowed by the BSF deployment agreement signed in 2000.
