In the context of reformation program in the armed forces, Russian Navy Chief Command might be transformed into Navy Department of the General Staff. It means that the position of Russian Navy Commander-in-Chief will be annulled for the first time in the long history of Russian Navy.

As repeatedly said by defense minister Anatoly Serdiukov, quantity optimization of higher officer personnel would be continued; same lot may fall on Army Chief Command and Air Force Chief Command. They are also supposed to be reorganized into departments and integrated into the General Staff.

Thus, high command of Russian armed forces is being transformed after the American manner; and the whole reform comes down to a fact that all-arms formations would be subordinated to a single commander.
