Intergovernmental committee: Russia and China have good prospects in military cooperation

Russian defense minister Anatoly Serdiukov and vice chairman of China's Central Military Commission Gen. Col. Guo Boxiong conducted 15th session of intergovernmental committee for military and technical cooperation yesterday in Beijing, the minister's press-secretary Irina Kovalchuk reported.
The session was resulted in a protocol determining further development trends of relations between Russia and China in military technical area. During the talks, the parties outlined certain positive results of joint activity conducted in 2010, reported Mrs. Kovalchuk.
"Primarily, it is realization of delivery contracts on spare parts for air defense systems, aircrafts, naval equipment, and designing of defensive products in the interests of the Chinese party and within the framework of development projects", she said.
In addition, the parties discussed coordination issues related to intellectual property protection agreement signed in 2008, added Kovalchuk. "In accordance with achieved agreements, a working group responsible for their implementation can be established in the nearest time", said the press-secretary.
According to her, the participants noted "good prospects of bilateral cooperation in areas related to combat and transport aviation, naval engineering, air defense systems, and after-sale services of Russian-made arms which are currently in inventory of Chinese armed forces".
Mikhail Dmitriev, director of Federal Service for Military and Technical Cooperation (FCMTC) previously said commenting Russian-Chinese intellectual property protection agreement that the document would simplify and improve efficiency of military cooperation between the two countries. "That agreement is one of three components of regulatory basement on which we try to build up our cooperation with foreign countries including China", he said. "Other two components are framework agreement on military technical cooperation and secret data protection agreement. With signing of "intellectual" treaty, the process of in-Russia document coordination becomes much simpler. Now decision of FSMTC or the government is quite enough to sign contracts", Dmitriev said.
"Thus and so, this agreement substantially increases efficiency and simplifies our work within Russia; undoubtedly, this will have positive impact on our partnership with China", concluded Dmitriev. According to him, the agreement also provides "the full picture of contracts realization process and protects from unsanctioned capturing of our intellectual property". He reminded that "there have been no precedents when China transferred our information including secret data to a third country".
