Recall that background of the conflict between Capt 1 rank Boris Kirik and the Navy command was his denial to subscribe a document replacing deep-sea diving system developed by Lazurit Design Bureau for Project 21300 salvage ship Igor Belousov with imported system (delivered by JSC Tetis Pro) because of flat violation of guideline requirements.
