How should Russian flattop look like?

"I think in the nearest future we will develop a program to revive Navy's aircraft carrying component and determine shipyards where new carriers will be build; you may treat this like an order to defense minister", said Dmitry Medvedev, the President of the Russian Federation in October 2009 meeting with the crew of the only Russia's heavy aircraft carrying cruiser Admiral Flota Sovetskogo Soyuza Kuznetsov. At that time the president was observing Northern Fleet's sea drills from the Kuznetsov's board.

So, political decision has been already made – soon Russian Navy will reanimate its aircraft carrying force which was, mildly speaking, "reduced" through years of political flurries succeeded the breakup of the Soviet Union.
